USA CBO says number of uninsured Americans goes up from 28 million now to 41 million in 2018 under proposed Senate Healthcare bill

USA CBO says number of uninsured goes up from 28 million now to 41 million in 2018 under proposed Senate Healthcare bill! [Ref: Table 4, Page 47, https://www.cbo.gov/system/files/115th-congress-2017-2018/costestimate/52849-hr1628senate.pdf (49 pages).]
For a country of around 300 million population, the rise in uninsured by around 13 million in 2018 (as per CBO estimate) under USA Senate Health bill, is close to (additional) 5% of the population!
And that uninsured number goes up to 49 million rising by 22 million (after rounding the result figure using original non-rounded figures for calc) in 2026. Increase of 22 million would be additional 7.3 percent of USA population (using current USA population figure) becoming uninsured, with total uninsured being 16.3 percent of USA population!
The plus side is reduction of USA federal deficit by $321 billion over 10 years and lowering of average premium by 20% in 2026 (rise in initial years with lowering in later years). However, for the latter, the NYT article states, "This would largely be achieved by offering skimpier plans with higher deductibles, and by pricing the old and the sick out of the insurance market."
Hmm. What a really, really tough cookie this health insurance thing is!!! I would hate to be in the shoes of a USA lawmaker (Democrat or Republican or Independent) who has to grapple with this matter.
