आज विजया-दशमी के इस पावन पर्व पर और नवरात्रि की शक्ति उपासना के बाद आंध्र प्रदेश एक महत्वपूर्ण कदम उठा रहा है। आज आंध्र प्रदेश की राजधानी, जो राजधानी सदियों से अपनी एक सांस्कृतिक विरासत ले करके जी रही है, अपनी एक ऐतिहासिक विरासत को ले करके जी रही है, उस संस्कृति के साथ जोड़ते हुए, उस ऐतिहासिक विरासत के साथ जोड़ते हुए अमरावती नए रंग-रूप के साथ, नए आधुनिक साज-सज्जा के साथ आंध्र के आशा-अपेक्षा का केंद्र बिन्दु बनने जा रही है और एक प्रकार से सच्चे अर्थ में people’s capital बनने जा रही है। मैं यहां की सरकार को, यहां के नागरिकों को हृदय से बहुत-बहुत बधाई देता हूं, अभिनंदन करता हूं।

Today the capital of Andhra Pradesh, which capital has been living with a cultural heritage for millenniums, has been living with a historical heritage, joining in with that cultural and historical heritage, Amaravati in a new form and in a modern style, is going to become the centre of the hopes and wishes of Andhra, and in this way it is going to really be a people's capital. I give my hearty congratulations to the government and the people of this place.]
सरकार बनने के इतने कम समय में चंद्रबाबू ने जिस गति से इस काम को हाथ में लिया और इसको दुनिया में जो कुछ श्रेष्ठ है उसको समाहित करने का प्रयास किया इसलिए मैं चंद्रबाबू जी को हृदय से बहुत-बहुत अभिनंदन देता हूं।

हमारा देश आजाद होने के बाद बहुत कम नए शहर बने हैं और उसके कारण भारत में नए शहर बनाना, ये विषय उतनी मात्रा में लोगों में प्रचलित नहीं है कि आज के युग में जितनी मात्रा में होना चाहिए था। दुर्भाग्य से पिछले कुछ दशकों में हमारे देश में एक ऐसी सोच बनी कि urbanization एक समस्या है और उसी के चलते हमने इस growth centre की तरफ अनदेखी की है। आज समय की मांग है कि urban development को हमें समस्या नहीं मानना चाहिए, उसे एक opportunity मानना चाहिए।
[English translation by Ravi: After our country became free, very few new cities have been made and therefore making a new city in Bharat is not so common/well known as it should have been. It is unfortunate that in the past few decades a way of thinking (outlook/view) has been formed in our country that urbanization is a problem and in the course of that we have ignored this growth centre. Today it is the call of the times that we view urban development, not as a problem, but as an opportunity.]
और इसीलिए भारत सरकार ने, दुनिया जिस प्रकार से बदलती रही है, जिस प्रकार से technology का उपयोग हो रहा है, हमें एक आधुनिक शहरों की रचना की ओर जाना होगा और 100 smart city की दिशा में जाने का एक अहम कदम भारत सरकार ने उठाया है। और ये शहर economy [Ravi: economic] activity के भी centre हो, आर्थिक growth के भी वो इंजन बनें, इस प्रकार के शहरों की एक रचना नए सिरे से करने की दिशा में हमारा प्रयास है और तब जा करके ये नए आधुनिक शहर जिसमें आधुनिक से आधुनिक technology का उपयोग हो, आधुनिक से आधुनिक transportation हो, walk to work की योजना हो, green हो, no wastage वाला city बने।
[English translation by Ravi: And therefore, the Indian govt. - like the way the world is changing, the way technology is being used, we will have to go towards creation of modern cities, and the Indian govt. has taken an important (much required) step of going in the direction of 100 smart cities. And our efforts are that these cities have to planned in a new way so that they are the center of economic activity, an engine of economic growth, and then (we will) have modern cities which uses very modern technology, has very modern transportation, has the facility of walk to work, will be green, and have no wastage.]
मैं आशा करता हूं कि देश के अंदर urban development की दिशा में जो नए कदम उठाए हैं, उसमें अमरावती, आंध्रप्रदेश एक सीमा चिन्ह के रूप में मार्गदर्शक काम करेगा, ऐसा मुझे विश्वास है।

अभी जापान के मंत्री श्री बता रहे थे कि नया शहर बनाना कितना कठिन होता है उसका जापान को भली-भांति अनुभव है। मेरे जीवन में भी ऐसा अवसर आया, जब 2001 में गुजरात में भयंकर भूकम्प आया, उसके बाद मुझे गुजरात के मुख्यमंत्री का दायित्व आया, पूरा कच्छ् जिला हमारा और अन्य जिलों के महत्वपूर्ण शहर एक प्रकार से ध्वस्त हो चुके थे, हमारे सामने बड़ी चुनौती थी उन सभी गांवों को, शहरों को खड़ा करना। लेकिन जब political wheel [Ravi: should be political will] हो, जनता-जनार्दन का समर्थन हो, स्पष्ट दृष्टि हो तो सिद्धियां प्राप्त हो के रहती हैं और आज वो जिला हिंदुस्तान के fastest गति से आगे बढ़ने वाले जिलों में अपनी जगह बना रहा है।
[English translation by Ravi: Now the minister from Japan was telling us that Japan has good/real experience of how difficult it is to build a new city. In my life too such an opportunity came, when in 2001 there was a terrible earthquake. After that the responsibility of being the chief minister of Gujarat came upon me. Our whole district of Kutch and important cities of other districts had been destroyed in a way. We had a big challenge of raising up all those villages and cities. But when there is political will, the consent of the citizen-God (citizens viewed as form of God) and clear vision, then (special) capabilities (powers) get acquired, and today that district has made its position among the fastest growing districts of Hindustan (India).]
जब ये अमरावती का मुझे निमंत्रण मिला, मैंने बाबू को कहा था मैं जरूर आऊंगा लेकिन जब मैंने अखबार में पढ़ा कि चंद्रबाबू तेलंगाना के मुख्यमंत्री के घर गए जा करके उन्होंने उनको निमंत्रण दिया, ये जब समाचार मेरे पास आए तब मेरी खुशियों का पार नहीं रहा था और इसलिए मैं उनको विशेष बधाई देता हूं, इस काम के लिए।
[English translation by Ravi: When I got this invitation of Amaravati (foundation ceremony), I had told Babu (Shri N. Chandrababu Naidu) that I will definitely come. But when I read in the newspaper that Chandrababu had gone to the house of the chief minister of Telangana (Shri K. Chandrashekar Rao) and invited him, when this news came to me then my there was no limit to my happiness and for this action I give him special appreciation.]
कुछ लोगों के राजनीतिक स्वार्थ के कारण विचार-विमर्श की प्रक्रिया को पूर्ण किए बिना हड़बड़ में, जल्दबाजी में आंध्र और तेलंगाना विभाजन हुआ। लेकिन इस सारी प्रक्रिया में जो निर्दोष लोगों को जान गंवानी पड़ी, संपत्ति का अपरम्पार नुकसान हुआ, उसकी पीड़ा मुझे आज भी है। अंग्रेज कुछ ऐसी चीजें छोड़ करके गए कि उसके कारण आज भी हमारे देश में कभी-न-कभी कोई-न-कोई तनाव पैदा होता है। पिछली सरकार भी कुछ ऐसा करके गई है कि जिसके कारण आंध्र और तेलंगाना के बीच हर समय कोई न कोई तनाव के कारण बने रहते हैं।

लेकिन अब समय की मांग है कि हम आंध्र और तेलंगाना, चाहे आंध्र हो, चाहे तेलंगाना हो, हमारी आत्मा तेलुगु है। और इस तेलुगु आत्मा की दो भुजाएं हैं एक तेलंगाना, एक आंन्ध्र और दोनों इतनी प्रगति करें, दोनों एक-दूसरे को इतने पूरक हों कि हिंदुस्तान की शान बढ़ाने में ये हमारी शक्ति बनी रहे।
[English translation by Ravi: But now it is the call of the times that whether it is Andhra or Telangana, our Atma (self) is Telugu. And this Telugu Atma has two arms, Telangana and Andhra, and both should progress so much, both should be so complementary to each other that they should be our strength in furthering the glory of Hindustan (India).]
मुझे विश्वास है कि भारत सरकार ने जो एक startup का अभियान चलाया है उस startup का सबसे ज्यादा लाभ लेने की किसी की ताकत है तो इस धरती की है। आंध्र के लाखों जवान दुनिया के अनेक देशों में professionals के नाते अपनी उत्तम जगह बनाई है।
[English translation by Ravi: I believe that the capacity to take maximum benefit from the startup (creation) campaign of the government of Bharat (India) is in this land (place/state). Lakhs (hundreds of thousands) of Andhra youth have achieved good positions as professionals in various countries of the world.]
आंध्र प्रदेश के पास ऐसे प्रतिभावान नौजवान हों, बुद्धिमान youth हो वे innovation के लिए, startup के लिए एक पूरा नया साम्राज्य आंध्र की धरती पर खडा कर सकते हैं। मुझे विश्वास है कि इसके द्वारा आने वाले दिनों में आंध्र एक नई आर्थिक क्रान्ति का नेतृत्व करेगा। ये युवा केन्द्रित आर्थिक क्रान्ति होगी। जिस देश के पास eight hundred million 65 साल से कम आयु की उम्र के नौजवान हों, वो देश नई-नई आर्थिक शक्ति बन सकता है, नई आर्थिक क्रान्ति कर सकता है।
मुझे विश्वास है कि भले आंध्र और तेलंगाना अलग हुए हों लेकिन दोनों में आगे बढ़ने की शक्ति है और दोनों एक-दूसरे को पूरक बन करके आगे बढ़ने का प्रयास करेंगे, उतना ही दोनों प्रदेशों को लाभ होगा।
जब अटल बिहारी वाजपेयी जी इस देश के प्रधानमंत्री थे तब इस देश में तीन नए राज्य बने थे, तीन राज्यों का विभाजन हुआ था लेकिन कोई कटुता नहीं थी, कोई संघर्ष नहीं हुआ, कोई लहु नहीं बहे और बाद में भी कोई संकट पैदा नहीं हुआ। मुझे आंध्र और तेलंगाना के बीच में भी वो ही स्थिति लाने का प्रयास करना है।
पिछली सरकार ने बहुत-सी ऐसी चीजें की हैं, जिसको ठीक करने में हमारी काफी ताकत जा रही है, काफी समय जा रहा है, लेकिन मैं इन दोनों प्रदेशवासियों को विश्वास दिलाना चाहता हूं कि भारत सरकार हर प्रकार से आपके साथ रहेगी और हर संभव सहायता करती रहेगी।
भारत सरकार और चंद्रबाबू के बीच में frequency इतनी match होती है, काम करने में एक-दूसरे को समझने में इतनी सुविधा है और उसके कारण सरकार बनने के बाद जो पहला ध्यान दिया गया वो हमने Human Resource Development पर दिया है। आंध्र के अंदर Human Resource Development का एक capital कैसे बने, उस दिशा में हमने ध्यान केन्द्रित किया है। Reorganization Act के तहत Human Resource Development को प्राथमिकता देकर के अब तक 11 शैक्षणिक संस्थानों के काम को आगे बढ़ाया गया है - Indian Institute of Technology (IIT), Indian Institute of Information Technology, Indian Institute of Management, All India Institute of Medical Science, NIT, Indian Institute of Science Education and Research, Central University, Petroleum University. ये सारी इकाईयां इतने कम समय में खड़ी करनी के दिशा में अहम कदम उठा लिए गए हैं।
प्रजा के इस राजधानी जब बन रही है तब आप लोग अपने-अपने गांव से पवित्र माटी और पानी लाए हैं और आपने सच्चे अर्थ में इसको प्रजा की पाट नगरी बनाने की दिशा में एक सफल आयोजन किया है। जब मुझे इस योजना का पता चला और आज मैं आ रहा था, तो मुझे भी विचार आया और मैं भी माटी और पानी साथ लेकर के आया। मैं माटी लाया हूं, भारत के लोकतंत्र का मंदिर - संसद के परिसर में से माटी लाया हूं और पानी यमुना जी नदी में से लाया हूं और यमुना जी, हमारे देश में कोई भी नदी सिर्फ नदी नहीं होती है, हमारे देश में नदी एक संस्कृति होती है। और जब मैंने चंद्रबाबू को ये दिया तो उनको आश्चर्य हुआ और वो मुझे कह रहे कि बड़ा emotional touch है मेरे मन को। लेकिन मैं आंध्रवासियों को कहना चाहता हूं कि ये सिर्फ संसद परिसर की मिट्टी या यमुना जी नदी का जल, इतना ही नहीं है ये तो एक प्रकार से देश की राजधानी अब अमरावती पहुंच गई है इसका संदेश है। ये प्रतीक इस बात का संदेश लेकर के आया है, ये symbol में वो ताकत है, वो विश्वास देता है कि आंध्र के विकास की यात्रा में दिल्ली कंधे से कंधा मिलाकर के चलेगा, हर समय साथ रहेगा और नई ऊंचाइयों को पार करके रहेगा।
जिन लोगों को आंध्र और तेलंगाना का विभाजन करने के साथ एक हमेशा की समस्या के बीज बोने का इरादा रहा है, वे आज भी विष पैदा करने के लिए उसमें खाद डाल रहे हैं। भ्रम फैलाने की कोशिश कर रहे हैं, नौजवानों की भावनाओं को भड़काने का प्रयास कर रहे हैं, लेकिन मैं आज इस अमरावती सांस्कृतिक नगरी से आंध्रवासियों को विश्वास दिलाना चाहता हूं कि Reorganization Act के अंदर जो भी बातें कही गई है उसको Letter and Spirit के साथ भारत सरकार साथ रहेगी, लागू करेगी, ये मैं विश्वास दिलाने आया हूं।
आप विश्वास रखिए चंद्रबाबू और नरेन्द्र मोदी की जोड़ी, जो बातें तय हुई है उसको साकार करके रहेगी, समय सीमा में साकार करके रहेगी और आंध्र के सपनों को पूरा करके रहेगी। मेरे साथ बोलिए भारत माता की जय, भारत माता की जय, भारत माता की जय, बहुत-बहुत धन्यवाद।

मुझे विश्वास है कि भारत सरकार ने जो एक startup का अभियान चलाया है उस startup का सबसे ज्यादा लाभ लेने की किसी की ताकत है तो इस धरती की है। आंध्र के लाखों जवान दुनिया के अनेक देशों में professionals के नाते अपनी उत्तम जगह बनाई है।
[English translation by Ravi: I believe that the capacity to take maximum benefit from the startup (creation) campaign of the government of Bharat (India) is in this land (place/state). Lakhs (hundreds of thousands) of Andhra youth have achieved good positions as professionals in various countries of the world.]
आंध्र प्रदेश के पास ऐसे प्रतिभावान नौजवान हों, बुद्धिमान youth हो वे innovation के लिए, startup के लिए एक पूरा नया साम्राज्य आंध्र की धरती पर खडा कर सकते हैं। मुझे विश्वास है कि इसके द्वारा आने वाले दिनों में आंध्र एक नई आर्थिक क्रान्ति का नेतृत्व करेगा। ये युवा केन्द्रित आर्थिक क्रान्ति होगी। जिस देश के पास eight hundred million 65 साल से कम आयु की उम्र के नौजवान हों, वो देश नई-नई आर्थिक शक्ति बन सकता है, नई आर्थिक क्रान्ति कर सकता है।
मुझे विश्वास है कि भले आंध्र और तेलंगाना अलग हुए हों लेकिन दोनों में आगे बढ़ने की शक्ति है और दोनों एक-दूसरे को पूरक बन करके आगे बढ़ने का प्रयास करेंगे, उतना ही दोनों प्रदेशों को लाभ होगा।
जब अटल बिहारी वाजपेयी जी इस देश के प्रधानमंत्री थे तब इस देश में तीन नए राज्य बने थे, तीन राज्यों का विभाजन हुआ था लेकिन कोई कटुता नहीं थी, कोई संघर्ष नहीं हुआ, कोई लहु नहीं बहे और बाद में भी कोई संकट पैदा नहीं हुआ। मुझे आंध्र और तेलंगाना के बीच में भी वो ही स्थिति लाने का प्रयास करना है।
पिछली सरकार ने बहुत-सी ऐसी चीजें की हैं, जिसको ठीक करने में हमारी काफी ताकत जा रही है, काफी समय जा रहा है, लेकिन मैं इन दोनों प्रदेशवासियों को विश्वास दिलाना चाहता हूं कि भारत सरकार हर प्रकार से आपके साथ रहेगी और हर संभव सहायता करती रहेगी।
भारत सरकार और चंद्रबाबू के बीच में frequency इतनी match होती है, काम करने में एक-दूसरे को समझने में इतनी सुविधा है और उसके कारण सरकार बनने के बाद जो पहला ध्यान दिया गया वो हमने Human Resource Development पर दिया है। आंध्र के अंदर Human Resource Development का एक capital कैसे बने, उस दिशा में हमने ध्यान केन्द्रित किया है। Reorganization Act के तहत Human Resource Development को प्राथमिकता देकर के अब तक 11 शैक्षणिक संस्थानों के काम को आगे बढ़ाया गया है - Indian Institute of Technology (IIT), Indian Institute of Information Technology, Indian Institute of Management, All India Institute of Medical Science, NIT, Indian Institute of Science Education and Research, Central University, Petroleum University. ये सारी इकाईयां इतने कम समय में खड़ी करनी के दिशा में अहम कदम उठा लिए गए हैं।
प्रजा के इस राजधानी जब बन रही है तब आप लोग अपने-अपने गांव से पवित्र माटी और पानी लाए हैं और आपने सच्चे अर्थ में इसको प्रजा की पाट नगरी बनाने की दिशा में एक सफल आयोजन किया है। जब मुझे इस योजना का पता चला और आज मैं आ रहा था, तो मुझे भी विचार आया और मैं भी माटी और पानी साथ लेकर के आया। मैं माटी लाया हूं, भारत के लोकतंत्र का मंदिर - संसद के परिसर में से माटी लाया हूं और पानी यमुना जी नदी में से लाया हूं और यमुना जी, हमारे देश में कोई भी नदी सिर्फ नदी नहीं होती है, हमारे देश में नदी एक संस्कृति होती है। और जब मैंने चंद्रबाबू को ये दिया तो उनको आश्चर्य हुआ और वो मुझे कह रहे कि बड़ा emotional touch है मेरे मन को। लेकिन मैं आंध्रवासियों को कहना चाहता हूं कि ये सिर्फ संसद परिसर की मिट्टी या यमुना जी नदी का जल, इतना ही नहीं है ये तो एक प्रकार से देश की राजधानी अब अमरावती पहुंच गई है इसका संदेश है। ये प्रतीक इस बात का संदेश लेकर के आया है, ये symbol में वो ताकत है, वो विश्वास देता है कि आंध्र के विकास की यात्रा में दिल्ली कंधे से कंधा मिलाकर के चलेगा, हर समय साथ रहेगा और नई ऊंचाइयों को पार करके रहेगा।
जिन लोगों को आंध्र और तेलंगाना का विभाजन करने के साथ एक हमेशा की समस्या के बीज बोने का इरादा रहा है, वे आज भी विष पैदा करने के लिए उसमें खाद डाल रहे हैं। भ्रम फैलाने की कोशिश कर रहे हैं, नौजवानों की भावनाओं को भड़काने का प्रयास कर रहे हैं, लेकिन मैं आज इस अमरावती सांस्कृतिक नगरी से आंध्रवासियों को विश्वास दिलाना चाहता हूं कि Reorganization Act के अंदर जो भी बातें कही गई है उसको Letter and Spirit के साथ भारत सरकार साथ रहेगी, लागू करेगी, ये मैं विश्वास दिलाने आया हूं।
आप विश्वास रखिए चंद्रबाबू और नरेन्द्र मोदी की जोड़ी, जो बातें तय हुई है उसको साकार करके रहेगी, समय सीमा में साकार करके रहेगी और आंध्र के सपनों को पूरा करके रहेगी। मेरे साथ बोलिए भारत माता की जय, भारत माता की जय, भारत माता की जय, बहुत-बहुत धन्यवाद।
