The song itself has bit parts showing Nargis and Raj Kapoor. The singers are Mohd. Rafi, Lata Mangeshkar and Mukesh. The lyricist is Shailendra and the music directors are Shankar-Jaikishen.
Another song from the same film which was quite popular at the time the movie was made, and retained some historical flavour over later decades though I don't think it was as popular later on as the Ramaya Vastavaiya song: Mera Joota Hai Japani, https://www.youtube.com/watch?v=5wjGc1zGWBc, 4 min. 23 secs, sung by Mukesh.

I think the nearly half century between the two songs, both from the audio and the videography perspectives reflect the huge changes in big cities in India. Shree 420, the 1955 film, was about a boy from Allahabad coming to Bombay. I don't know whether the 2000 film Phir Bhi Dil Hai Hindustani, https://en.wikipedia.org/wiki/Phir_Bhi_Dil_Hai_Hindustani, states that Bombay or Mumbai is where the story is happening but from the song video it seems to me to be a Mumbai scene (the wiki page does not seem to mention Bombay or Mumbai).
